User must...
-have had some sort of status before (admin, chat mod, or rollback)
-have had at least 200 edits
-be active.
Rules of being a Bureaucrat[]
1. No spamming, or blocking users for no reason, thinking that you can just get away with it now that your in power. I can simply ask the wikia staff to take your status away.
2. No making other users Bureaucrats, without my permission first.
3. No requesting closure of the wiki.
